    The issuance of the Triple Stimulus Vouchers is based on the provisions of Article 9 of the Special Regulation on Rescue and Stimulus, which authorizes the competent authority to formulate the methods and rules for issuing stimulus vouchers in response to the severity of a pandemic. The Triple Stimulus Voucher is different in nature to the standard gift certificate issued by private enterprises; thus, the refund and usage time limit protection clauses do not apply.

    Vouchers can be used if you make the reservation online but eat at the restaurant and pay at the restaurant on-site.

  • Can the vouchers be used to pay school tuition and incidental fees and/or private cram school tuition?

    Yes, but not online. However, also, as many businesses are offering promotions in conjunction with the voucher program, more value can be obtained from the vouchers by making purchases with them at such businesses instead.

  • It is rumored that there are people raising funds to purchase vouchers and use them for arbitrage purposes -- how can this be prevented?

    • If the vouchers purchased are used for consumption, they will still have the effect of stimulating the economy.
    • Anyone accused or caught redeeming vouchers without real commercial transactions will be reviewed by bank and reported to the National Taxation Bureau.
    • According to Article 10, Paragraph 2 of the Triple Stimulus Voucher Issuance Measures, business operators shall not redeem payment in violation of the usage restrictions; serious violations may be grounds for disqualification for redemption.

  • Can the vouchers be used to pay hospital registration fees?

    Yes. But, once again, you can get more “bang for your buck” by using the vouchers at businesses offering various promotions tied in with the voucher program.

  • The requirement to present national health insurance ID cards to purchase vouchers could result in leaks of personal information to convenience stores.

    The health insurance ID card system is used to confirm the eligibility of the purchaser and to make sure there are no repeat purchases. Convenience stores are not medical institutions and do not have the ability to retrieve personal information stored on the card’s IC chip.

  • Can the voucher be used to pay for online media subscriptions?

    They can be used for payment in person, but not online.

  • Can the vouchers be used at "consumer cooperatives" within prisons? What about online stores selling products from prison self-operated factories?
